The DOJ and East Haven, CT

The city that the Department of Justice points to most often as comparable to Ferguson is East Haven Connecticut. Several years back the East Haven Police Department was accused of racially biased policing, targeting Mexican-Americans for harassment and abuse. It is worth noting that in East Haven four police officers actually went to jail, something that almost never happens.   

Following are documents related to the East Haven case, including the original findings letter, the consent, the Police training plan and follow up transparency reports.  Basically the DOJ took ten pages of general suggestions in the findings letter and turned them into fifty pages of more detailed suggestions for the Consent Decree, adding the word “shall” and a “to be done by” date that ranged up to 270 days.  You will notice there is no link to Attorney General Holder's press conference on East Haven, because he didn't have one - he let his staff announce the report and answer questions.
