The DOJ's Mind Boggling Original Proposal

If you think what the DOJ is demanding in its final offer is frightening, here is something guaranteed to keep you up at night:  The DOJ's initial demands of Ferguson.  Not listed formally were the DOJ's verbal suggestions that Ferguson change its form of government from City Manager to Strong Mayor and change it's election month from April to November.
